I cannot find any specific rulings on this, so I don’t think the Missouri DOI has done any interpretation yet. I would say that it is a degree of control. I cannot find any specific rulings on this, so I don’t think the Missouri DOI has done any interpretation yet. I would say that it is a degree of control.
