Dormancy Fee

Only if: (1) there is an enforceable written contract between owner and holder under which the holder may impose the charge; (2) the holder regularly imposes the charge and in no instance reverses or otherwise cancels it; and (3) for property in excess of $100, the holder, nore more than 3 months before the initial imposition of charges or cessation of interest has mailed written notice to the owner of the amount of those charges stating that those charges will be imposed or payment of interest will cease.
